Ahmedabad Mumbai bullet train project cost surges to Rs 2.1 lakh crore due to delays

The estimated cost of the Ahmedabad-Mumbai bullet train project has surged to approximately Rs 2.1 lakh crore, nearly doubling from its initial projection of Rs 1.1 lakh crore. This revised financial proposal for India's inaugural high-speed rail corridor was formally submitted to the Union Cabinet on Tuesday, August 25, 2026. The Ministry of Railways attributed the budget escalation primarily to delays in land acquisition within Maharashtra and logistical setbacks in receiving train sets from Japan. Project Execution and Timeline

The high-speed rail project is being executed by the National High-Speed Rail Corporation Limited (NHSRCL) with financial backing from the Japan International Cooperation Agency (JICA). Originally planned for completion by August 15, 2022, the corridor faced multiple timeline adjustments before settling on a full operational target of 2030. Union Railway Minister Ashwini Vaishnaw reported that construction activity is picking up pace significantly across the Thane and Palghar districts in Maharashtra.

Current Construction Progress

Engineers have completed three out of the seven designated mountain tunnels along the route. Structural work is progressing steadily on the 135.45-kilometer elevated corridor stretching from Shilphata in Thane to Zaroli village at the Maharashtra-Gujarat border. Furthermore, modern elevated stations are currently under construction in Thane, Virar, and Boisar. Notably, the design for the upcoming Thane station includes specific environmental safeguard measures to protect local mangrove forests.

Reasons Behind Delays and Cost Overruns

Administrative and political hurdles have heavily impacted the timeline and budget. In February 2026, Finance Minister Nirmala Sitharaman pointed out that the failure of the former Uddhav Thackeray-led MVA government in Maharashtra to provide timely land access caused major setbacks. Former Railway Board Chairman Satish Kumar also previously highlighted various technical and administrative challenges that pushed expenses higher. The recent cabinet meeting, chaired by Prime Minister Narendra Modi, discussed these revised financial requirements, while official updates regarding the cabinet's final decision on the expenditure remain pending.
