Bilaspur-Manali-Leh Rail Line: 270km Tunnels & Highest Station
Indian Railways plans the Bilaspur-Manali-Leh rail line with 270km of tunnels and the world's highest railway station.

Indian Railways is gearing up for a monumental engineering feat with the proposed Bilaspur-Manali-Leh rail line. This strategically vital project is designed to provide year-round connectivity to the sensitive border regions near China, ensuring much smoother logistics for the nation.
With the Detailed Project Report (DPR) and preliminary surveys now complete, the ambitious infrastructure project is estimated to require a massive investment of approximately ₹1.31 lakh crore.
A Massive Himalayan Tunnel Network
To conquer the treacherous and steep terrain of the Himalayas, the planned 489-kilometer route will rely heavily on advanced engineering. The project is set to include:
- 62 Tunnels: To navigate through the rugged mountain ranges.
- Over 100 Bridges: To cross deep valleys and river systems.
- 270km of Tunnels: Nearly 55% of the entire railway line will pass through underground tunnels.
Record-Breaking Stations and Elevations
The project isn't just about connectivity; it aims to set global records in railway engineering and infrastructure.
India's First Underground Station
The plan includes the construction of India's very first underground railway station, which is slated to be located at Keylong.
Surpassing Global Heights
The rail line is expected to host the world's highest railway station near the Tanglang La pass. Situated at an elevation between 5,256 and 5,359 meters, this station would surpass the height of China's Tanggula station, marking a significant milestone for Indian infrastructure.
Strategic Importance and Administrative Hurdles
The Ministry of Defence has identified this rail line as a critical asset. It is intended to facilitate the rapid and efficient movement of military personnel and heavy equipment to the border areas.
However, the project faces significant administrative challenges:
In October 2026, the Himachal Pradesh High Court quashed a preliminary land acquisition notification due to a failure to meet statutory deadlines.
While the technical documentation is ready, the project is currently in the planning stage and awaits formal construction approval. Future progress will depend on high-level consultations involving the Ministry of Finance and NITI Aayog. Currently, there is no fixed timeline for when construction will commence or when the project will be completed.
