Bilaspur-Manali-Leh Rail Line: India's ₹1.31 Lakh Cr Mega Plan

India is gearing up for one of its most ambitious infrastructure undertakings to date. The Ministry of Railways has finalized the Detailed Project Report (DPR) for a massive 489-kilometre broad-gauge railway line connecting Bilaspur to Leh via Manali. This strategic project, estimated to cost a staggering ₹1.31 lakh crore, is designed to provide much-needed all-weather connectivity to the high-altitude Ladakh region.

A Strategic Lifeline for National Defence

Beyond passenger convenience, the Bilaspur-Manali-Leh line serves a critical national security purpose. By establishing a reliable transport corridor, the project will support the Ministry of Defence in the rapid movement of troops and essential supplies toward the Chinese frontier. This makes the rail link a vital component of India's strategic infrastructure in the Himalayan border regions.

Engineering Marvels: World's Highest Station and Underground Hub

Navigating the treacherous and complex Himalayan terrain requires unprecedented engineering feats. The proposed plan includes several record-breaking elements:

  • Extensive Tunneling: Approximately 270 kilometres of the route will consist of tunnels to bypass steep mountain faces.
  • Massive Bridges: Over 100 bridges will be constructed to traverse deep valleys and rivers.
  • The World's Highest Station: The project aims to build a railway station near the Tanglang La pass at an altitude of roughly 5,256 metres (17,244 feet). This would make it higher than China's Tanggula station.
  • India's First Underground Station: The town of Keylong is slated to host the nation's first-ever underground railway station.

The Proposed Route Map

The railway line is planned to traverse a series of key locations across Himachal Pradesh and Ladakh, including:

  1. Bilaspur
  2. Sundernagar
  3. Mandi
  4. Manali
  5. Sissu
  6. Darcha
  7. Keylong
  8. Sarchu
  9. Pang
  10. Rumtse
  11. Upshi
  12. Kharu
  13. Leh

Despite the advanced planning, the project is currently awaiting formal construction approval and further consultations with the Ministry of Finance and NITI Aayog. As of November 2026, a specific commencement date or completion deadline has not been set.

The project also faces significant legal and administrative challenges. Land acquisition remains a complex issue, highlighted by a recent Himachal Pradesh High Court ruling in October 2026. The court quashed a notification for a related rail link due to failures in meeting statutory requirements, signaling that the path to construction may involve rigorous legal compliance.
