Central Railway to Build ₹62.71 Cr Mulund Gati Shakti Cargo Terminal

Central Railway is set to significantly enhance freight logistics in the Mumbai region with the development of a new Gati Shakti Multi-Modal Cargo Terminal in Mulund. Managed by the Mumbai CST Division, this project aims to streamline regional transportation and boost efficiency by utilizing existing railway land.

Project Scope and Financial Details

The development of the terminal is estimated to cost ₹62.71 crore. To participate in the bidding process, interested contractors are required to submit an Earnest Money Deposit (EMD) of ₹1.25 crore. The tender submission process for this major infrastructure project officially concluded on October 16, 2026.

The selected bidder will be awarded a 35-year agreement to manage both the development and the long-term operations of the terminal. The contract will be awarded to the bidder requesting the lowest percentage share of Terminal Charges and Terminal Access Charges.

Advanced Technology and Smart Operations

To ensure seamless transactions and modern freight handling, the new terminal will be equipped with cutting-edge technology designed to integrate with existing railway systems. Key features include:

  • Electronic in-motion weighbridges for efficient and rapid cargo measurement.
  • Full integration with the Terminal Management System (TMS).
  • Complete connectivity with the Freight Operations Information System (FOIS) to streamline receipt generation and transactions.

Strict Timelines for Construction

The project follows a rigorous schedule to ensure rapid deployment of the new facility. Once the contract is approved, construction must commence within three months. The entire terminal is expected to be completed and fully operational within 18 months after the commencement of work.

Strengthening India's Logistics Network

This initiative is a key component of the national Gati Shakti Multi-Modal Cargo Terminal policy, which is designed to attract private investment into railway infrastructure.

The policy has already successfully mobilized approximately ₹8,600 crore in private investment across the country.

As of July 2026, India had 142 operational GCTs with a combined freight handling capacity of 224 MTPA. With 310 more terminals already approved for development, Indian Railways is working toward an ambitious goal of expanding the network to 500 terminals by 2031.
