Central Railway's October Ticket Drive: New ID Rules & Higher Fines
Central Railway has launched an intensive, month-long ticket-checking drive starting from October 1, 2026, and continuing through October 31, 2026. This massive crackdown is designed to minimize ticketless travel and prevent the misuse of railway facilities as the festive season approaches, bringing a surge in passenger numbers.
Strict Identity Proof Protocols
According to Dr. Swapnil Nila, Chief Public Relations Officer (CPRO) of Central Railway, passengers must now strictly adhere to new identification protocols. To avoid being treated as a ticketless traveler, passengers are required to present original identity proof alongside their travel documents.
Key rules regarding identity verification include:
- Group Travel: If a single ticket is booked for multiple passengers, at least one person in the group must carry a valid original identity proof. If no one can produce an original ID, all passengers on that ticket will be classified as traveling without a valid ticket.
- Concessions and Quotas: Passengers traveling under specific reservation quotas or using concession tickets must carry the prescribed original identity documents to prove their eligibility.
- E-Pass and PTO Holders: Those traveling on an E-Pass or Privilege Ticket Order (PTO) must ensure their document is converted into a valid 'authority to travel' before boarding. Failure to present the original ID or the proper authority will result in being treated as a ticketless traveler.
Increased Penalties and Valid Documents
The drive follows the implementation of the Jan Vishwas Act, 2026, which significantly raised the financial consequences for ticketless travel. As of June 20, 2026, the minimum penalty for traveling without a ticket has increased from Rs 250 to Rs 500.
What Documents are Accepted?
It is important to note that Central Railway officials will not accept photocopies or digital images of identity documents. Only original documents are valid for verification. The following are recognized forms of identity:
- Aadhaar Card
- Voter Photo Identity Card (issued by the Election Commission of India)
- Passport
- PAN Card
- Driving Licence (issued by an RTO)
- Photo identity cards with serial numbers issued by Central or State Governments
- Student Identity Cards with photographs from recognized institutions
- Nationalized bank passbooks containing photographs
- Laminated credit cards with photographs
Ticket-checking staff will be utilizing advanced tools, including the TTE App, to perform increased scrutiny and verify unreserved tickets more efficiently during this intensive period.
