Churchgate-Virar Underground Rail Plan to End Mumbai Congestion

Western Railway has proposed a massive infrastructure project: an underground suburban railway network stretching from Churchgate to Virar. This ambitious plan is designed to provide much-needed relief to the millions of commuters battling extreme congestion on Mumbai's existing local train lines.

A Solution to Urban Gridlock

The decision to look underground stems from the immense difficulty of expanding railway lines at the surface level in a densely populated metropolis. Project planners have identified several critical challenges that make underground corridors a more viable long-term solution:

  • High Land Acquisition Costs: Finding available land in Mumbai is prohibitively expensive.
  • Dense Urban Development: The existing built environment leaves little room for surface expansion.
  • Legal Hurdles: Surface-level projects are frequently delayed by complex litigation.

By moving the tracks underground, the railway aims to increase passenger capacity and decouple suburban services from freight and long-distance trains. This separation is expected to significantly boost operational punctuality and reliability.

Current Project Status and Funding

As of late October 2026, the proposal is in its preliminary stages. Western Railway is currently awaiting the sanctioning of funds from the Railway Board to initiate a Feasibility Level Study (FLS). This study will determine if the underground corridor is technically and economically viable.

The proposal was initially documented in a letter dated March 3, 2026, and the matter was also recorded during the Railway Minister's visit to Ahmedabad.

If the feasibility study proves successful, the next step will be the preparation of a Detailed Project Report (DPR) to outline the full scope of construction.

The High Cost of Underground Expansion

While the benefits for commuters are substantial, the financial investment required is staggering. Estimates indicate that underground metro-style corridors in Mumbai cost approximately ₹1,100 crore per kilometer. This makes underground construction significantly more expensive than traditional elevated alternatives.

Other Connectivity Initiatives

The push for underground connectivity is part of a broader strategy to modernize Mumbai's rail network. Other ongoing studies and projects include:

  • Churchgate to Mumbai Central: A study is underway for a tunnel that could potentially extend to Prabhadevi.
  • CSMT-Parel and CSMT-Kalyan: The Mumbai Railway Vikas Nigam (MRVC) is exploring underground connectivity for these vital corridors.

Safety Upgrades: The Kavach System

It is important to distinguish the underground proposal from the ongoing safety upgrades on the same route. The installation of the Kavach Automatic Train Protection system is currently underway on the Virar-Churchgate section. As of January 2026, this safety project was 50% complete, with a target completion date set for September 2026. Officials have clarified that the Kavach installation is a separate, ongoing safety initiative and is not linked to the proposed underground network.
