Consumer Commission Penalizes Railways and IRCTC Over Partial Refund
A consumer forum in Bhopal has pulled up Indian Railways and the Indian Railway Catering and Tourism Corporation for failing to issue a complete refund for a canceled train journey. The case highlights passenger rights and accountability regarding ticket cancellations and delayed refunds.

Background of the Ticket Cancellation Dispute
The passenger had originally booked a ticket worth ₹4,160 for the Nizamuddin-Rani Kamlapati Superfast Express for a journey from Agra to Bhopal scheduled for September 24, 2023. However, on September 9, 2023, the railway administration officially announced the cancellation of the train. Due to urgent travel needs, the passenger had to book an alternative ticket on the Kerala Express the very next day.
Delayed and Incomplete Refund Processing
While a refund was initiated, it took approximately 10 months for any money to reach the passenger, and even then, the refund was only partial. Out of the total fare, only ₹2,050 was credited back, leaving an unpaid balance of ₹2,110. Frustrated by the delay and the missing amount, the passenger approached the Bhopal District Consumer Commission seeking legal recourse.
Consumer Commission Verdict and Penalties
In its final decision published on August 25, 2026, the commission ruled that withholding a portion of the refund constitutes a clear deficiency in service. Consequently, the consumer forum ordered both Indian Railways and IRCTC to jointly pay ₹20,000 as compensation for mental agony and service deficiency. Additionally, the authorities must immediately refund the remaining balance of ₹2,110 along with an annual interest of 7%, reinforcing the accountability of public transport providers toward everyday commuters.
