New Indian Railways Rules for Partially Confirmed Tickets

Indian Railways has issued a vital clarification regarding travel protocols for passengers holding a single PNR where some tickets are confirmed while others remain on the waiting list. Under the stringent provisions effective from May 1, 2025, specific regulations have been implemented to ensure passenger comfort and manage coach congestion.

Strict Restrictions for Waiting List Passengers

If you are traveling in a group where some members have confirmed seats and others are on the waiting list, you must adhere to the following rules to avoid legal complications:

  • No Entry in Reserved Coaches: Passengers with a waiting list status are strictly prohibited from entering reserved Sleeper or AC coaches. This rule remains in effect even if the waiting list passenger is traveling with others on the same PNR who hold confirmed tickets.
  • Permitted Coaches: Individuals holding waiting list status are only permitted to travel in unreserved general coaches.

Penalties for Unauthorized Travel

Attempting to travel in reserved carriages with a waiting list status is treated as traveling without a valid ticket. Passengers caught violating these rules face significant penalties from ticket examiners (TTEs), including:

  • Sleeper Class: A fine of up to ₹250, plus the required fare from the boarding point to the destination.
  • AC Class: A fine of up to ₹440, plus the required fare from the boarding point to the destination.
  • Deboarding: There is also a risk of being deboarded from the train by the authorities.

E-Tickets vs. Counter Tickets: Key Differences

E-Tickets

For e-tickets, if a passenger remains on the waiting list after the final chart preparation, the ticket is automatically canceled. In such instances, a full refund is processed without any deductions.

Counter Tickets

Unlike e-tickets, offline counter tickets do not cancel automatically if a passenger remains on the waiting list. Passengers must manage these tickets manually to avoid issues during travel.

Refund Mechanisms and TDR Procedures

Indian Railways provides specific ways to claim refunds depending on your travel situation:

  • Online Cancellation: For partially confirmed PNRs, tickets can be canceled online up to four hours before the scheduled departure.
  • TDR Filing: If the confirmed passengers proceed with the journey while the waiting list passenger does not, a Ticket Deposit Receipt (TDR) must be filed online. This should be done after chart preparation and at least 30 minutes before the train's departure.
  • Additional Documentation: In certain cases, passengers may be required to obtain a certificate from the ticket checking staff to support a TDR filed within 72 hours of travel.
Passengers are strongly advised to verify their PNR status via the IRCTC website, mobile applications, SMS, or WhatsApp prior to their journey to avoid any complications or penalties.
