Indian Railways New Refund Rules: Full Refund for Cancelled Trains

Indian Railways and the Indian Railway Catering and Tourism Corporation (IRCTC) have released updated guidelines to clarify refund procedures for passengers. These instructions aim to provide better transparency regarding how refunds are processed when a train is cancelled by the administration or when a passenger chooses to cancel their booking voluntarily.

Automatic Refunds for Online and IRCTC Bookings

For passengers who book their tickets via the IRCTC website or mobile application, the refund process has been streamlined to minimize manual effort. If the railway administration cancels a train, passengers do not need to file a manual cancellation request.

  • Automatic Processing: A full refund is automatically initiated for cancelled trains.
  • No Cancellation Fees: No penalties or cancellation charges are applied when the railway cancels the service.
  • Tatkal Eligibility: This policy extends to Tatkal tickets, which are also eligible for a 100 percent refund in the event of a train cancellation.
  • Refund Timeline: The amount will be credited back to the original payment method within three to seven business days.

Procedures for Physical Counter Tickets

Passengers holding tickets purchased at railway station counters must follow a manual procedure to claim their money if a train is cancelled by the authorities. To receive a full refund, passengers must present their original physical ticket at any railway counter. This request must be made within three days of the train's scheduled departure time.

Voluntary Cancellation Policy (Effective April 1, 2026)

New rules regarding voluntary cancellations are set to take effect on April 1, 2026. Under these guidelines, the amount refunded to a passenger who chooses to cancel their own journey depends on the timing of the cancellation:

  1. More than 72 hours before departure: Passengers will incur only a flat cancellation charge.
  2. Between 24 and 72 hours before departure: A 25 percent deduction will be applied to the fare.
  3. Between 8 and 24 hours before departure: A 50 percent deduction will be applied.
  4. Less than 8 hours before departure: No refunds will be provided for confirmed tickets cancelled within this short window.

Enhanced Convenience: Change Boarding Station

In addition to the refund updates, Indian Railways has introduced a measure to increase passenger flexibility. Travelers are now permitted to change their designated boarding station up to 30 minutes before the train is scheduled to depart, allowing for more seamless travel adjustments.
