Littering Penalty Doubled: Indian Railways Implements ₹1,000 Fine to Boost Cleanliness
Indian Railways is stepping up its fight against filth. To ensure that stations and railway premises remain hygienic and orderly, the Ministry of Railways has officially increased the penalty for littering and other unhygienic activities.
New Penalties Under Jan Vishwas Act-2026
In a significant regulatory update, the fine for littering within railway premises has been hiked from ₹500 to ₹1,000. This change was formalized through a notification issued on August 24, 2026, and came into full effect on August 25, 2026, following its publication in the Official Gazette. These amendments are part of the updated Indian Railways (Penalty for activities affecting cleanliness at Railway Premises) Rules, 2012.
Escalation and Court Proceedings
The new enforcement protocols carry heavy consequences for non-compliance. If an offender refuses to pay the initial ₹1,000 fine, they will be presented before a competent court. In such cases, the individual could face an additional penalty of up to ₹2,000.
Prohibited Activities to Avoid
To maintain high standards of sanitation, several activities are now strictly prohibited within railway zones. Passengers should be aware that the following actions can lead to heavy fines:
- Disposing of waste outside of designated areas.
- Cooking or bathing in railway premises.
- Spitting, urinating, or defecating in public.
- Feeding animals or birds.
- Washing vehicles, utensils, or clothes.
- Pasting unauthorized posters or defacing railway property.
Enforcement and Awareness
The railway administration has empowered various officials to enforce these rules, including Station Masters, Station Managers, Ticket Collectors, and operating department officers. As of September 25, 2026, the administration is actively conducting awareness campaigns to ensure all passengers are well-informed about these regulations.
