Upgrade Rajdhani & Shatabdi: New Rule for Privilege Pass Holders
Indian Railways allows Privilege Pass holders to upgrade to premium trains like Rajdhani and Shatabdi by paying the fare difference.

The Indian Railway Board has introduced a significant policy change that makes premium travel more accessible for railway employees and retirees. According to new guidelines issued on October 30, 2026, pass holders are now permitted to upgrade their travel class on premium trains by simply paying the fare difference.
Which Premium Trains are Covered?
The new rule specifically addresses high-end services where there was previously ambiguity regarding travel upgrades. Beneficiaries can now opt for a higher class of travel on the following premium services:
- Rajdhani Express
- Duronto Express
- Shatabdi Express
Who is Eligible for the Upgrade?
This benefit is not universal for all passengers but is specifically designed for those holding official railway passes. The policy applies to:
- Privilege Pass (PP) holders
- Post-Retirement Complimentary Pass (PRCP) holders
- Widow Pass (WP) holders
How the New Upgrade Policy Works
Under the updated regulations, if a pass holder wishes to travel in a class higher than their standard entitlement, they do not need to navigate complex booking hurdles. They can simply pay the fare difference between their entitled class and the higher class they wish to occupy.
This move effectively brings premium train services in line with the existing rules for Mail and Express trains, as stipulated under Rule 3(x) of the Railway Servants (Pass) Rules, 1986.
These new instructions supersede all previous guidelines regarding travel eligibility for pass and Privilege Ticket Order (PTO) holders, aiming to resolve previous confusion.
Technical Updates to Booking Systems
To ensure that this policy is implemented smoothly for all passengers, the Railway Board has instructed the Centre for Railway Information Systems (CRIS) to carry out essential updates. The following systems will be modified to reflect these changes:
- Passenger Reservation System (PRS): To allow for the seamless calculation and payment of fare differences during booking.
- Human Resource Management System (HRMS): To update and reflect the new eligibility rules for employees and retirees.
