To implement this policy effectively, the Railway Board has instructed all Zonal General Managers to undertake a comprehensive 'zero-based review' of existing projects. This review is to be integrated into the works program for the 2027-28 financial year.

The primary objective of this audit is to scrutinize projects that have already received official approval but have yet to be implemented. The Board has made it clear that projects will be discontinued if they meet the following criteria:

  • They have lost their original utility.
  • They no longer align with the current strategic priorities of the Indian Railways.

Shift to Umbrella Works Framework

In addition to the new timelines, the Board has stipulated a significant shift in how future projects are managed. Moving forward, all new projects will be approved exclusively under the 'umbrella works' framework.

This policy shift is intended to eliminate project stagnation and improve the overall efficiency of budget allocation across the entire Indian Railways network.
