The Railway Board has completely digitized the process of issuing passes and Privilege Ticket Orders (PTO) for its staff. This new system applies to current employees, retired personnel, and Divyang railway workers. All types of passes will now be issued exclusively through the Human Resource Management System (HRMS) to ensure transparency and save time.

How the new HRMS pass system works

The Railway Board issued new guidelines on May 29, 2026, to make the entire process digital with immediate effect. This move officially ends the old system of manual pass books. The e-pass and PTO module was developed by the Centre for Railway Information Systems (CRIS) and has been operational since August 10, 2020. Employees can now use the IRCTC website to book tickets using their digital passes.

Key changes for retired and Divyang staff

Earlier, retired and Divyang employees could visit offices to get paper-based passes. Now, they must also use the HRMS platform for all their pass requirements. The HRMS app allows users to manage their profiles, check leave, view salary slips, and update pass details from anywhere.
