Railway Pass Holders Can Now Upgrade to Rajdhani & Shatabdi
Railway Board updates rules for PP, PRCP, and Widow Passes. Pass holders can now upgrade to Rajdhani and Shatabdi by paying only the fare difference.

The Railway Board has announced a major update to the railway pass holders rules, providing much-needed flexibility for premium travel. Under new regulations, eligible passengers can now upgrade their travel class on some of India's most prestigious train services without the burden of purchasing a completely new ticket.
Pay Only the Fare Difference
According to an official order issued on October 30, 2026 (RBE No. 86/2026), holders of Privilege Passes (PP), Post-Retirement Complimentary Passes (PRCP), and Widow Passes (WP) are now permitted to travel in a class higher than what they are entitled to on premium services.
This new policy applies specifically to high-end services, including:
- Rajdhani Express
- Duronto Express
- Shatabdi Express
Previously, if a pass holder wanted to travel in a superior class, they often had to navigate complex ticketing processes. Now, they are only required to pay the difference in fare between their authorized pass class and the higher class they select for their journey.
Extension of Existing Rules
This decision is based on Rule 3(x) of Schedule II of the Railway Servants (Pass) Rules, 1986. While this specific rule was already being applied to Mail and Express services, the Railway Board has now officially extended its application to include premium trains. This move was finalized with the concurrence of the Ministry of Railways' Finance Directorate and supersedes all previous instructions regarding these travel entitlements.
Technical Integration and Booking
To ensure that these changes are seamless for passengers, the Railway Board has directed the Centre for Railway Information Systems (CRIS) to implement necessary technical updates. These modifications will be applied to:
- The Passenger Reservation System (PRS)
- The e-Pass module within the Human Resource Management System (HRMS)
Once these system updates are completed, eligible pass holders will be able to book their upgraded travel conveniently through online channels or directly at railway reservation counters.
