Commuters traveling to the national capital face a massive disruption as Indian Railways has cancelled a significant number of train services. Among the most notable cancellations is the Sampoorna Kranti Express (Train No. 12393), which has been halted due to severe traffic congestion and heightened security measures following ongoing political demonstrations in Delhi.

The Railway Ministry has issued a directive to all zones, affecting approximately 245 trains. The cancellations specifically target Mail and Express services scheduled to arrive at New Delhi (NDLS) and Hazrat Nizamuddin (NZM) railway stations. The disruption is set to impact travel between 4:00 AM and 2:00 PM on October 10, 2026.
The breakdown of the affected services includes:
- 75 Mail/Express services
- 170 Passenger trains
Himanshu Shekhar Upadhyay, CPRO of Northern Railways, stated that these precautionary measures were implemented to prevent passengers from facing extreme inconvenience caused by anticipated road traffic blockades and security protocols.
Protests and Security Measures in the Capital
The sudden surge in security and subsequent transport disruptions stem from protests organized by the Cockroach Janta Party (CJP). The group is demanding the resignation of Chief Election Commissioner Gyanesh Kumar over allegations regarding electoral roll irregularities. Because the Delhi Police denied formal permission for the protest due to insufficient notice, the situation has led to widespread movement restrictions.
The impact has extended beyond the railway tracks:
- Metro Disruptions: The Delhi Metro Rail Corporation (DMRC) was advised to reduce train frequencies and restrict access to 57 metro stations starting from 9:00 PM on October 9.
- Internet Shutdown: Internet services were suspended within a 4-km radius of the Janpath–Kartavya Path crossing from the night of October 9 until the evening of October 10.

To assist affected travelers, Indian Railways has confirmed that full refunds will be issued for all cancelled services. The process varies depending on how the ticket was purchased:
- Online Bookings: Refunds for tickets booked via IRCTC will be processed automatically.
- Counter Tickets: Passengers holding physical tickets can process their refunds at railway booking windows.
Passengers are strongly urged to verify the live status of their trains using the NTES app or official railway inquiry services before heading to the station.
Legal Developments and Previous Disruptions
The Indian Youth Congress (IYC) has taken the matter to the judiciary, filing a plea in the Delhi High Court to challenge the police's decision to deny protest permission. The court has scheduled a formal hearing for October 12, 2026. This current wave of cancellations follows a period of instability, as over 5,000 passengers were reported to have missed their scheduled trains on October 8 due to earlier road blockades in the city.
