Indian Railways to Test Seasonal Dynamic Pricing for Festivals
Indian Railways is currently evaluating a new proposal aimed at managing the massive fluctuations in passenger demand through a seasonal dynamic pricing model. This proposed policy seeks to balance the heavy travel rush during major festivals with the lower occupancy rates seen during off-peak periods.
How the Proposed Pricing Model Works
If implemented, the new system would allow the railways to adjust fares based on the time of year and the level of demand on specific routes. The core components of the proposal include:
- Peak Season Hikes: Fares could increase by up to 25 percent above the base fare during high-demand periods, such as major festivals or peak travel seasons.
- Off-Peak Discounts: To encourage travel during quieter times, the railways may offer discounts ranging from 10 percent to 25 percent on less-demanded routes or during off-peak windows.
Railway officials have clarified that this remains a proposal under consideration, and no official implementation date has been finalized yet.
Comparison with Existing Flexi-Fare Systems
This move follows the long-standing dynamic flexi-fare system that was introduced in September 2016 for premium services. Under the current framework for trains like the Rajdhani, Shatabdi, and Duronto, the base fare increases by 10 percent for every 10 percent of berths booked, up to a maximum cap of 1.5 times the original price. Notably, 1AC and Executive classes are currently exempt from these existing dynamic increases.
Relief for Vande Bharat Passengers
In a significant update for commuters, Railway Minister Ashwini Vaishnaw confirmed in the Lok Sabha on February 17, 2026, that there are no plans to apply dynamic pricing to Vande Bharat services. This ensures that the pricing for these high-speed services remains stable and predictable for passengers.
Recent Fare Adjustments and Operational Updates
The discussion on seasonal pricing comes on the heels of several recent financial and operational changes within the Indian Railway network:
- Fare Rationalization: Effective from December 26, 2025, a nominal increase of 1 to 2 paise per kilometer was applied to Mail, Express, and AC classes. However, suburban services, season tickets, and short-distance second-class ordinary fares remained unchanged.
- MDR Rule: As of October 15, 2026, a new Merchant Discount Rate (MDR) rule applies to tickets exceeding ₹2,000, though authorities have stated this will not increase the actual cost for passengers.
- Insurance Mandate: Following a Supreme Court mandate, insurance coverage for all counter-booked tickets became effective on October 27, 2026.
- Security Measures: An intensive ticket-checking drive was scheduled to run through October 31, 2026, alongside new station entry restrictions for individuals without valid tickets.
