Southern Railway: Heavy Fines for Loud Mobile Usage on Trains

Southern Railway has intensified its enforcement against passengers who cause disturbances on trains and railway premises. The crackdown specifically targets individuals using mobile phones on speaker mode or playing loud music, which disrupts the comfort and peace of fellow travelers.
New Legal Framework for Enforcement
Following recent directives and circulars issued in October 2026, such behavior is now strictly classified as a punishable offense. The enforcement is backed by the amended Jan Vishwas (Provisions of Amendment) Act and Section 145(2) of the Railway Act.
Furthermore, these regulations align with Section 270 of the Bharatiya Nyaya Sanhita (BNS), which defines acts causing common injury, obstruction, or annoyance as public nuisances.
Penalty Structure for Offenders
Railway authorities, including Ticket Examiners (TTEs) and the Railway Protection Force (RPF), are authorized to take on-the-spot action against those causing a nuisance. The penalties are structured as follows:
- First-time offenders: A mandatory fine of ₹1,000 and the possibility of being removed from the train.
- Repeat offenders: For those causing persistent nuisance, penalties can escalate to a maximum fine of ₹5,000, imprisonment for up to six months, or both.
Passenger Guidelines for a Peaceful Journey
To maintain decorum and ensure passenger comfort, especially during the night, travelers are urged to follow these guidelines:
- Use earphones for all audio and video consumption.
- Keep mobile ringtones on low volume or vibration mode.
- Exercise extra caution and maintain silence during the night hours between 10 PM and 6 AM.
How to Report Disruptive Behavior
Railway zones are increasing awareness through public announcements and station notice boards. However, if you encounter loud or disruptive behavior during your journey, you can report it immediately via:
- The Rail Madad app
- The 139 helpline
- Directly notifying on-board staff, such as TTEs, RPF personnel, or coach attendants.
