SC Mandates Insurance for Railway Counter Tickets

The Supreme Court of India has delivered a landmark verdict that will provide a vital safety net to millions of commuters. In a significant move to ensure passenger safety, the court has directed Indian Railways to extend insurance coverage to all reserved tickets purchased at railway counters.
This mandatory directive is set to come into effect on October 27, 2026. The ruling aims to bridge the gap between digital and physical bookings, ensuring that passengers who purchase tickets at station counters receive the same insurance benefits currently available to those who book online.
A Major Step for Passenger Safety
The order was issued on October 13, 2026, by a judicial bench comprising Justice Ahsanuddin Amanullah and Justice R. Mahadevan. The decision follows a legal petition centered on the necessity of enhancing passenger safety and mitigating the impact of train accidents.
During the hearings, the court expressed serious concern regarding the lack of progress made by Indian Railways in developing a mechanism to provide insurance to offline ticket holders. The bench noted that the absence of such protection particularly disadvantaged marginalized sections of society who rely more heavily on counter bookings.
The compliance with this directive is mandatory and rests with the Railway Board. Any failure to implement these instructions will result in strict action against the responsible officials.
Bridging the Gap Between Online and Offline Bookings
At present, a disparity exists in how insurance is handled. While IRCTC offers optional travel insurance for online bookings at a very nominal premium of approximately 45 paise, counter passengers have historically lacked similar coverage.
Once the Supreme Court's mandate is fully implemented, the benefits for counter-purchased tickets will align with the existing online policy, which includes:
- Coverage Limit: Up to ₹10 lakh.
- Scope of Protection: Coverage for accidental death and permanent disability.
Important Exclusions to Note
While this is a massive win for passenger security, it is important for travelers to understand the specific limitations of the insurance framework. The policy is designed for accidental protection and does not cover:
- Deaths resulting from natural causes.
- Incidents related to pre-existing medical conditions.
- Issues such as missed trains or general train delays.
- Any incidents that occur outside the scope of train travel.
Crucial Step: Completing Nominee Details
To prevent legal complications and ensure that families can access funds without delay, passengers must follow a specific procedure. After a booking is made, passengers are required to fill out nominee details via a link provided by the insurance provider. Completing this step is essential for the smooth processing of claims in the event of an accident.
