Ticketless Travel Alert: New Fines, Jail Risk & Strict Railway Rules!
Indian Railways has significantly intensified its crackdown on irregular travelers, implementing much stricter enforcement measures and higher penalties to ensure discipline across the network. With new legislative provisions now in effect, passengers are being warned that traveling without a valid ticket or violating coach regulations could result in heavy financial penalties and even potential imprisonment.
Massive Crackdown: Bilaspur and Central Railway Lead the Way
The Bilaspur Railway Division has ramped up its inspection activities to target ticketless and irregular travelers. Senior DCM of the Bilaspur division, Anurag Kumar Singh, emphasized that ticket inspection is a continuous and critical process, and any violations discovered during these checks will face strict penalties according to established norms. All passengers are strongly urged to carry valid tickets to avoid punitive measures.
This enforcement drive is yielding massive results across the country. Central Railway reported a significant surge in enforcement activity between April and August 2026. During this period:
- 18.03 lakh passengers were caught during intensive checking drives.
- A record ₹140.81 crore was collected in fines.
- This represents a 5% increase in total cases and a massive 40% jump in revenue compared to the previous year.
The Jan Vishwas Act: Heavier Fines and Jail Time
The landscape of railway discipline changed significantly with the implementation of the 'Jan Vishwas (Amendment of Provisions) Act, 2026', which became effective on June 20, 2026. This act introduces much harsher consequences for several offenses:
- Ticketless Travel: The minimum penalty for traveling without a ticket has doubled, increasing from ₹250 to ₹500. Additionally, passengers must now pay the original fare plus the ₹500 penalty. This rule also applies to those attempting to travel using another person's ticket.
- Unauthorized Entry: Entering women's coaches without authorization is now subject to stricter penalties.
- Littering: Keeping the stations and trains clean is now a high-stakes issue. Littering can result in a fine of up to ₹1,000. If the fine is not paid on the spot, the penalty may escalate to ₹2,000 in court.
- Legal Consequences: Certain offenses under the new act may now lead to potential jail time.
New Refund Policies and Operational Changes
In addition to the stricter fines, Indian Railways has updated several operational rules to streamline passenger services and cancellation processes. As of April 2026, the following refund deductions apply to cancellations:
- Within 8 hours of departure: No refund will be granted.
- Between 8 and 24 hours of departure: A 50% deduction will be applied.
- Between 24 and 72 hours of departure: A 25% deduction will be applied.
- More than 72 hours in advance: A flat minimum charge will be applied.
Passengers also have more flexibility regarding their journey details, as they are now permitted to change their boarding station up to 30 minutes before the scheduled departure of the train.
Digital Convenience via RailOne App
For regular commuters, the RailOne app has introduced new features to simplify travel. As of September 9, 2026, registered users can use the app to book season tickets for up to five other individuals. This service is subject to strict verification of the passengers' age, the validity of the request, and necessary QR code requirements.
