Indian Railways does not maintain zone wise data on ticket cancellation revenue

Indian Railways has officially clarified that it does not track revenue generated from ticket cancellations and uncancelled waitlisted tickets on a zone-wise basis. This information was shared by Railway Minister Ashwini Vaishnaw in the Rajya Sabha on July 24, 2026, in response to an inquiry regarding the financial accumulation from forfeited fares and cancellation fees. The Ministry maintains that these charges are primarily regulatory tools rather than revenue-focused streams.

Key details regarding the Railway Minister’s statement and current refund policies include:

  • No zone-wise revenue records are maintained for cancellations or forfeited waitlisted tickets.
  • Cancellation rules were updated between April 1 and April 15, 2026, to curb speculative bookings.
  • Strict refund slabs apply to Vande Bharat Sleeper and Amrit Bharat Express trains.
  • Automatic full refunds are processed for cancelled trains and fully waitlisted PNRs.

Rationale Behind Refund Reforms

Minister Ashwini Vaishnaw explained that the recent modifications to refund regulations are part of a broader strategy to deter speculative bookings. By tightening the rules, the national transporter aims to prevent the misuse of the booking system, ensuring that genuine passengers have better access to confirmed seats. These reforms were implemented in a phased manner during the first half of April 2026.

Current Cancellation and Refund Structure

For general trains, the cancellation charges depend on the timing of the request. If a confirmed ticket is cancelled up to 48 hours before departure, a fixed charge ranging from ₹60 (Second Class) to ₹240 (First AC/Executive) is levied. The penalty increases to 25% of the fare for cancellations between 48 and 12 hours, and 50% for those between 12 and 4 hours. No refund is granted if the ticket is cancelled less than 4 hours before the scheduled departure.

Special attention is given to premium services like the Vande Bharat Sleeper Express and Amrit Bharat Express. For these trains, 25% of the fare is forfeited if the cancellation is made at least 72 hours before departure, while 50% is forfeited for cancellations between 72 and 8 hours. No refund is provided if the cancellation occurs within 8 hours of departure.

Regarding waitlisted passengers, the system remains user-friendly. If a PNR remains waitlisted after chart preparation, the ticket is automatically cancelled with a full refund. For general cancellations of waitlisted tickets, a standard ₹60 clerkage charge is applied. Passengers are advised to submit an online Ticket Deposit Receipt (TDR) within three days if they hold counter tickets for trains that have been officially cancelled by the Railways.
