The Railway Board has issued new guidelines to make travel easier for Persons with Disabilities (PwDs). According to Commercial Circular No. 11 of 2026, passengers with a valid Unique Disability ID (UDID) card will now be recognized as bona fide passengers. This decision allows them to use specific unreserved coaches designed for Divyangjan.
Which coaches are included in this new rule?
The new order applies to Mail and Express trains. Divyang passengers can now travel in the following coaches provided they have a valid ticket and UDID card:
- SLRD: Second Class cum Luggage and Brake Van with Compartment for Divyangjan
- LSLRD: Luggage-cum-Second Class Luggage-cum-Brake Van with Divyangjan compartment
What are the main conditions for travel?
To avail of this facility, passengers must carry a valid UDID card issued by the Department of Empowerment of Persons with Disabilities (DEPwD). A valid travel ticket is mandatory. The Railway Board issued these instructions on April 2, 2026, to all zonal railways. Any person traveling in these coaches without authorization will face action under the Railway Act 1989.
