Indian Railways has updated the guidelines for allocating berths under the Emergency Quota (EQ). This quota is used to confirm waitlisted tickets for passengers with urgent travel requirements. While the quota is primarily for high-ranking officials, it also helps common citizens in specific emergency situations. The railway authorities have recently tightened the submission deadlines to ensure charts are prepared on time without delays.

Who is Eligible for Emergency Quota?
The Emergency Quota is not open for direct public booking. It functions on a priority basis defined by the Warrant of Precedence. The first preference is always given to High Official Requisition (HOR) holders. This group includes Central Government Ministers, Judges of the Supreme Court and High Courts, and Members of Parliament.
If berths are still available after accommodating these officials, they are released for other urgent demands. Common passengers can be considered for this quota in cases of genuine medical emergencies, such as cancer treatment or critical illness. It also covers travel for family bereavement and candidates appearing for time-sensitive job interviews. Government officials travelling on urgent duty are also eligible under this category.
New Timings for Submitting Requests
The Railways has revised the timeline for submitting EQ requests. Applications on the day of travel are no longer accepted to prevent issues during chart preparation. Passengers or their representatives must submit the request to the EQ cell at least one day in advance.

How to Apply for This Quota?
A passenger must already hold a valid waitlisted ticket to apply for the Emergency Quota. The application must be a written request signed by a Gazetted Officer. This request needs to be submitted to the EQ Cells located at Zonal or Divisional Headquarters. The Railway Board has stated that verbal requests will not be entertained.
There is no extra fee for the Emergency Quota, and passengers only pay the standard fare for their class of travel. To stop misuse and fraud, railway officials are now maintaining strict digital or physical registers to track every request. Applications coming from travel agents are strictly prohibited.
