Indian Railways enforces strict six times penalty for unbooked excess luggage

Indian Railways is doubling down on its efforts to ensure passenger comfort and safety by strictly enforcing the long-standing policy regarding excess luggage. Passengers traveling with unbooked baggage beyond the stipulated free allowance now face a penalty of up to six times the standard luggage rate. This initiative is designed to prevent compartment overcrowding and maintain order across the entire railway network, including key divisions such as Jodhpur.

  • Penalty: Passengers carrying unbooked excess luggage will be charged six times the standard rate.
  • Booking Deadline: Excess luggage must be booked at the parcel office at least 30 minutes before train departure to avail of the standard 1.5 times charge.
  • Dimension Rule: Items exceeding 100 cm x 60 cm x 25 cm must be booked for carriage in the brake van.
  • Free Allowance: Ranges from 35 kg to 70 kg depending on the class of travel.

Union Railway Minister Ashwini Vaishnaw clarified in August 2025 that these regulations are not new but have been a part of the Indian Railways manual for several decades. The current drive is an enforcement of existing policies rather than the introduction of new ones. While the railway system does not implement universal, airport-style weighing for every passenger, random checks are conducted inside coaches to ensure that travelers are not carrying excessive items that could inconvenience fellow passengers.

Know Your Luggage Allowance

To avoid unwanted penalties, passengers should be aware of the free weight limits designated for their respective classes:

– AC First Class: 70 kg (Maximum limit 150 kg)

– AC 2-Tier/First Class: 50 kg (Maximum limit 100 kg)

– AC 3-Tier/AC Chair Car: 40 kg

– Sleeper Class: 40 kg

– Second Class: 35 kg

If a passenger needs to carry more than the free allowance, they are permitted to do so up to a defined maximum limit by paying the applicable charges. However, it is highly recommended to visit the station parcel office well in advance of the departure time. By booking your excess luggage at least 30 minutes before the train departs, you only pay 1.5 times the standard rate, which is significantly cheaper than the six-fold penalty imposed if caught during a surprise inspection on board.
