Notably, luxury tourist trains, including the Maharaja Express and Palace on Wheels, are strictly excluded, meaning employees must purchase regular tickets for these journeys. Generally, employees receive three free railway passes and four PTOs (Privilege Ticket Orders) annually, with those having under five years of service entitled to one pass.
The Shift to Digital Pass Management
In a move to enhance transparency and efficiency, Indian Railways is transitioning to a fully digital workflow. Effective July 15, 2026, all Duty Check Passes will be issued solely through the Human Resource Management System (HRMS). Employees are encouraged to update their credentials and install the RailOne Mobile Application, which has been integrated to allow for seamless unreserved ticket booking.
Recent Policy Adjustments
Several updates were introduced in mid-2026 to improve the passenger experience for staff. As of June 6, 2026, holders of First Class ‘A’ and First Class passes are permitted to travel on Namo Bharat Rapid Rail (RRTS), though free complementary passes remain ineligible. Furthermore, to account for potential technical issues, the Ministry has mandated provisions for manual pass issuance for retirees and differently-abled staff if the HRMS portal faces downtime.
