Indian Railways enforces strict baggage rules with heavy fines for excess luggage

Indian Railways has issued a firm reminder to all passengers regarding luggage regulations, emphasizing that those carrying unbooked excess baggage beyond the prescribed limits will face significant financial penalties. As part of a nationwide enforcement drive that gained momentum in June and July 2026, the national transporter is now cracking down on rule violations to ensure passenger safety and reduce congestion inside compartments.   • Free luggage allowances vary by travel class, ranging from 35 kg to 70 kg.
  • Strict dimension limits for trunks and suitcases are enforced for luggage kept inside passenger coaches.
  • Carrying flammable or dangerous goods now attracts fines starting at ₹10,000 or potential imprisonment.

Understanding Your Luggage Allowance

To avoid penalties, passengers must adhere to the free luggage weight limits defined by their class of travel. AC First Class passengers receive a 70 kg allowance, while First Class and AC 2 Tier passengers are permitted 50 kg. Those traveling in AC 3 Tier, AC Chair Car, and Sleeper Class are allowed 40 kg, with Second Class and General passengers permitted 35 kg. While travelers can carry additional luggage by paying 1.5 times the standard rate, this is subject to maximum permissible limits, which cap out at 150 kg for certain classes. Notably, AC 3 Tier and Chair Car passengers have no provision for extra luggage beyond their free allowance.

Safety Regulations and Penalties

Beyond weight restrictions, the railway has set clear guidelines for the size of luggage. Trunks and suitcases carried inside the coach must not exceed the dimensions of 100 cm x 60 cm x 25 cm. Items exceeding these specifications must be booked in the brake or parcel van.

These measures are part of the ‘Jan Vishwas (Amendment Provisions) Act, 2026,’ originally highlighted by Railway Minister Ashwini Vaishnaw in December 2025. The railway is taking a zero-tolerance approach toward dangerous goods, such as flammable materials, which pose a severe threat to train safety. Passengers are strongly advised to weigh their luggage before reaching the station to ensure a hassle-free journey and avoid hefty fines during routine inspections.
