Indian Railways has officially introduced a revised set of ticket cancellation guidelines, effective from April 1, 2026, with a phased implementation concluding on April 15. Announced by Union Rail Minister Ashwini Vaishnaw, these changes are designed to streamline seat availability, minimize black marketing, and ensure that confirmed berths are accessible to those on the waiting list. Key highlights of the new policy include:
• Extension of the 72-hour window for minimum cancellation charges.
• Revised percentage-based deductions for cancellations made closer to departure.
• A strict no-refund policy for confirmed tickets cancelled within 8 hours of departure.
• Enhanced flexibility for counter-ticket cancellations and boarding point changes.
Updated Cancellation Fee Structure
Under the new regulations, the financial impact of cancelling a confirmed ticket is now more closely tied to the time of cancellation. For cancellations made 72 hours or more before departure, passengers will incur a fixed charge of ₹200 for 2AC, ₹180 for 3AC and AC Chair Car, and ₹120 for Sleeper Class.
If you cancel your ticket between 72 and 24 hours before the train departs, 25% of the fare will be deducted. For cancellations made between 24 and 8 hours before departure, the deduction increases to 50% of the fare. Notably, the railway has implemented a zero-refund policy for confirmed tickets cancelled less than 8 hours before the scheduled departure time, a significant increase from the previous 4-hour limit.
Key Operational Changes for Passengers
With these updates, the process for managing e-tickets remains stringent. Once the chart is prepared, e-tickets cannot be cancelled directly. Instead, passengers must file an online Ticket Deposit Receipt (TDR) for valid grievances such as non-functional AC or involuntary travel in a lower class. However, in cases where the railway itself cancels a train, automatic refunds are processed within 3 to 7 days without requiring a TDR.
Furthermore, the system now offers greater convenience for those booking at physical counters. Passengers can now cancel counter-purchased tickets at any railway station across India. Additionally, the facility to change your boarding point remains available up to 30 minutes before the scheduled departure of the train, providing much-needed flexibility for last-minute travel adjustments.
