Indian Railways Emergency Quota: How common passengers can get confirmed seats from HO Quota

Many passengers struggle with waiting list tickets during urgent travel. Indian Railways provides a special provision called the Emergency Quota (EQ), also known as the HO Quota or VIP Quota, to help people in critical situations. While primarily for high-ranking officials, it can be accessed by the general public under specific conditions.

Who can use the Emergency Quota and how to apply

The EQ is mainly for High Official Requisition (HOR) holders like Ministers, Judges, and MPs. However, common citizens can request seats for medical emergencies, family bereavement, government duty, or job interviews. To apply, a written request signed by a Gazetted Officer must be submitted to the DRM office or the Chief Reservation Supervisor. Online booking for this quota is not available.

New rules for Vande Bharat and Amrit Bharat trains

Indian Railways restored the Emergency Quota for Vande Bharat Sleeper and Amrit Bharat-II trains from February 9, 2026. For Amrit Bharat trains with seven or more sleeper coaches, 24 berths are reserved for EQ. In Vande Bharat Sleeper trains, the number varies, such as 42 berths in 3rd AC on weekends and 24 on weekdays.

Updated application deadlines and guidelines

00:00 to 14:00 hours 12:00 PM (Noon) previous day
14:01 to 23:59 hours 04:00 PM previous day
Sundays/Holidays Previous working day office hours

Same-day requests are no longer accepted to prevent misuse. All requests must be in writing as SMS or WhatsApp messages are not entertained by the railway authorities.

Can a common man get a seat in the Emergency Quota?

Yes, in genuine cases like medical emergencies or government duty, a common man can apply via a written request to the DRM office with proper proof.

What is the deadline to apply for EQ seats?

Applications must reach the EQ cell at least one day before travel. The cutoff is 12 PM for early trains and 4 PM for afternoon/evening trains.
