As heavy monsoon rains continue to disrupt rail traffic across the country, Indian Railways has issued a timely reminder regarding its comprehensive refund policy for passengers affected by train cancellations. With the Mumbai-Pune corridor currently facing significant connectivity challenges due to landslides and flooding, the national transporter is ensuring that travellers are aware of their rights to claim refunds for services impacted by adverse weather conditions.
Key details of the Indian Railways refund policy include:
- Passengers receive a full refund if the train is marked as ‘CANCELLED’ in the system by Railways.
- E-ticket holders for fully cancelled trains receive an automatic refund with no TDR filing required.
- Counter ticket holders must surrender their tickets within three days of the scheduled departure.
- A full refund is available if a train is delayed by three hours or more and the passenger chooses not to travel.
- For partial cancellations or diversions, a TDR must be filed online within 72 hours of the scheduled departure.
Understanding the Refund Process
Since July 1, 2015, the system for e-tickets has been streamlined. If a train is cancelled by the railway administration, the fare is automatically credited back to the original payment source. This policy is particularly important for passengers as it ensures that the recently updated, stricter general cancellation rules do not apply when the fault lies with unforeseen weather events or infrastructure breaches.
Impact of Monsoon Disruptions
The scale of recent disruptions has been significant. Following a landslide between Karjat and Lonavala on July 6, Central Railway processed a massive Rs 5.91 crore in refunds to 79,747 passengers. Specifically, the Mumbai Division managed Rs 2.86 crore in refunds for 37,330 passengers, while the Pune Division processed Rs 1.56 crore for 20,982 passengers. To handle the surge, Indian Railways deployed additional staff and set up dedicated help desks to assist commuters.
Due to persistent landslides in the Bhor Ghat section, the Mumbai-Pune route continues to face instability. Central Railway has confirmed that 30 train services remain cancelled, with connectivity expected to be impacted until at least July 17, 2026. Passengers are advised to check the live status of their trains on the IRCTC portal or the NTES app before heading to the station to avoid unnecessary inconvenience.
