Indian Railways has issued a firm directive ensuring that passengers traveling with Reservation Against Cancellation (RAC) tickets in AC coaches are entitled to receive a complete bedroll kit. This move addresses recurring passenger grievances regarding the denial or partial provision of linen kits, ensuring that those with RAC status receive the same service standards as passengers with confirmed berths.
Key highlights of the new directive include:
• RAC passengers in AC coaches are entitled to a full bedroll kit.
• The kit comprises two bedsheets, one blanket, one pillow, and one face towel.
• Bedroll charges are already included in the ticket fare for RAC passengers.
• The mandate applies to all zonal railways and IRCTC effective immediately.
• Passengers can report missing kits via the Rail Madad 139 helpline.
Ensuring Uniform Service Standards
The Railway Board issued these instructions on August 4, 2026, reinforcing a policy that has been in place since Commercial Circular No. 50 of 2009. Despite existing rules, many travelers often face issues where staff cite their RAC status as a reason to withhold linens. By reiterating this policy, the national transporter aims to eliminate ambiguity and ensure that the service quality remains consistent for every passenger who has paid for AC accommodation.
Directives for Onboard Staff
Senior railway officials have directed all onboard staff, including Traveling Ticket Examiners (TTEs) and housekeeping teams, to ensure strict compliance with this order. Because the cost of the bedroll is already factored into the fare paid by RAC ticket holders, there is no justification for denying these items. Railway authorities have made it clear that the provision of these kits is a mandatory service obligation rather than an optional amenity.
How to Lodge a Complaint
If you are traveling on an RAC ticket and the onboard staff fails to provide your complete bedroll kit, you are encouraged to raise the issue immediately. Passengers should first approach the TTE on duty to resolve the matter. If the issue remains unaddressed, you can register a formal complaint through the Rail Madad Helpline at 139. This system is designed to provide real-time assistance and ensure that your onboard experience meets the standards promised by Indian Railways.
