The ambitious Meerut-Panipat new railway line project has been officially integrated into the Delhi National Capital Region (NCR) 2041 Master Plan as part of the Orbital Rail Ring Corridor. This strategic inclusion, confirmed on July 11, 2026, is set to transform regional connectivity across ten districts in Western Uttar Pradesh and Haryana, including Shamli, Muzaffarnagar, Baghpat, Meerut, Karnal, and Panipat.
- Project Scope: A 104 km new rail line connecting Western Uttar Pradesh and Haryana.
- Timeline: Proposed start date of April 1, 2026, with a completion target of March 31, 2030.
- Budget Revision: The project cost has been revised from the initial 2016 estimate of ₹2200 crore to ₹3540 crore.
- Infrastructure Impact: Will facilitate a new Tapri railway bypass connecting Uttarakhand, Haryana, and Punjab.
Strategic Importance and Development
Pushpesh R. Tripathi, the Delhi Division Railway Manager, emphasized that this rail link is a vital step toward reducing traffic congestion in the national capital. By creating a robust orbital corridor, the project aims to stimulate industrial growth and provide better employment and housing opportunities for residents across the NCR. The project requires the acquisition of approximately 473 hectares of land to ensure smooth construction.
Current Progress and Planning
The Northern Railway is moving forward with the administrative process. Following the Railway Ministry’s initiation of the final survey on June 20, 2026, the Deputy Chief Engineer (Construction) is currently compiling a comprehensive report. This follows preliminary drone surveys, which will now lead to the issuance of a tender for a final, updated Detailed Project Report (DPR).
This line serves as a cornerstone of the second corridor within the NCR Master Plan 2041, which intends to link 25 cities across Delhi, Uttar Pradesh, Rajasthan, and Haryana through high-speed connectivity. While this project advances, other regional developments continue, such as the Haryana Orbital Rail Corridor (HORC), which spans 126 km and is now estimated at ₹11,500 crore with a deadline of December 2029.
Despite the strategic importance of the Meerut-Panipat line, local stakeholders have expressed concern regarding the February 1, 2026, Union Budget, which did not include specific funding allocations for this track or the much-needed doubling of the Delhi-Saharanpur line serving the Shamli district.
