The long-awaited Talcher-Bimlagarh new rail line project in Odisha has hit another roadblock, with officials confirming that the completion deadline has been extended to March 31, 2029. Originally sanctioned in 2003-04, this crucial infrastructure project is now facing significant cost overruns and persistent land acquisition challenges. Key highlights of the current status include:
- Project Cost Surge: The anticipated cost has ballooned to approximately ₹3,000 crore, a massive jump from the initial ₹810.78 crore estimate.
- Operational Progress: Out of the total 149.78-kilometer route, only the 55-kilometer Angul to Khamar section is currently complete.
- Major Bottlenecks: Land acquisition issues in Sundargarh and Deogarh districts remain the primary cause for the ongoing delays.
- Project Benefits: Once finished, the line will reduce the rail distance between Rourkela and Bhubaneswar by 180 km and boost mineral transport.
Current Construction Status
While the project has faced numerous setbacks, work is moving forward in phases. Construction is actively underway on the Khamar-Srirampur and Srirampur-Pallahara stretches. Furthermore, the tender process for the Pallahara-Barkot section is currently in progress. Despite these efforts, the East Coast Railway (ECoR) noted that as of February 2026, obtaining physical possession of land remains a major hurdle, particularly in three specific patches within the Sundargarh district.
The Land Acquisition Challenge
Progress on the Barkot-Mohuldiha and Mohuldiha-Bimlagarh sections is severely hampered by difficulties in acquiring private land. Reports indicate that roughly 20% of the required land in Sundargarh and 70% in Deogarh districts is yet to be acquired. This delay is largely driven by villagers demanding higher compensation for their land. Although the majority of government and forest land has been cleared for the project, the lack of physical possession of private plots continues to stall the timeline.
Strategic Importance of the Line
The Talcher-Bimlagarh line is a vital project for both the economy and the public. Designed primarily to streamline the transportation of coal and iron ore, it is also expected to significantly improve passenger connectivity across Odisha. Stakeholders, including the Rourkela Development Steering Committee, have expressed growing concern over the project’s prolonged timeline and the sharp escalation in budget requirements, highlighting the need for a swift resolution to the land acquisition disputes to avoid further delays beyond 2029.
