Understanding the 5-Minute Rule and Booking Changes
The ‘5-minute rule’ remains a vital facility for last-minute travelers, allowing them to secure seats vacated after the initial reservation chart is prepared, which usually happens four hours before the train departs. To improve the efficiency of the booking process, Indian Railways has introduced a token system at reservation counters to manage crowds. Furthermore, the new IRCTC website now requires mandatory Aadhaar authentication for all Tatkal bookings to ensure faster and more transparent transactions.
Revised Penalties and the Jan Vishwas Act
Under the Jan Vishwas (Amendment of Provisions) Act, 2026, which amended the Railway Act of 1989, fines for various infractions have been substantially increased. Traveling without a valid ticket now carries a minimum fine of 500 rupees, double the previous amount. Penalties for unauthorized entry into reserved compartments have jumped to 2,000 rupees, while men found in women’s reserved coaches face fines of up to 2,500 rupees. Disrupting the journey of valid passengers can now result in a penalty of up to 1,000 rupees.
New Refund and General Ticketing Rules
As of March 24, 2026, the refund window has been tightened; no refunds are issued for tickets canceled less than eight hours before departure. Conversely, passengers now enjoy more flexibility to change their boarding station or upgrade their class up to 30 minutes before the train leaves. Additionally, since July 15, 2026, general tickets booked via the railway app require a photo ID, and screenshots of these tickets are no longer valid as they are locked to the registered mobile number.
