Indian Railways Update: New penalty rules for traveling without ticket and other offenses

The Central Government has updated the Railway Act 1989 under the Jan Vishwas Act 2023. Now, passengers caught traveling without a ticket or committing small offenses will not be sent to jail. Instead, they will have to pay a higher fine. These changes aim to reduce the burden on courts and make the process simpler for common people.

What are the new fines for common railway offenses?

The Railway Board has increased the penalty amounts for various violations to ensure better compliance. The RPF is authorized to collect these fines on the spot. If a passenger refuses to pay the fine, legal prosecution will be initiated.

Traveling on another person’s ticket Ticket seized + Min ₹500 fine
Smoking in railway premises ₹2,000 (can increase to ₹5,000)
Entering ladies coach (for men) Up to ₹2,500
Refusing to vacate reserved berth Up to ₹2,000
Unauthorized hawking or begging ₹2,000 to ₹5,000
Carrying dangerous goods Up to ₹10,000
Creating nuisance or using abusive language Up to ₹1,000
Trespassing in passenger areas ₹500

When do these new rules come into effect?

These amendments have received the approval of the President of India. The new rules became effective from June 19 or June 20, 2026, depending on the region. Some reports indicate that these changes will be fully implemented from July 1, 2026. The Railway Board has already notified all zonal railways about these updates.

Officials stated that the goal is to prevent revenue loss and improve the ease of living. By replacing jail time with financial penalties for minor mistakes, the railway intends to make the system more efficient without unnecessary criminal cases.

What happens if a passenger refuses to pay the fine?

If the passenger refuses to pay the fare and penalty, the railway can approach the authorized court. This may lead to up to 6 months of imprisonment, an additional fine of ₹500, or both.

What is the penalty for smoking in trains or stations?

Smoking in railway premises attracts a fine of ₹2,000. In some cases, the ticket may be cancelled, and if the fine is not paid immediately, it can increase up to ₹5,000.
