Indian Railway Minister Ashwini Vaishnaw has unveiled eight significant reforms on July 14, 2026, marking a major step toward streamlining business operations and enhancing freight logistics across the country. These updates bring the total count of implemented reforms to 17, with the Ministry aiming to roll out a total of 52 transformative measures within the year. The primary objective of these initiatives is to accelerate economic growth while simplifying complex logistics for the benefit of ordinary citizens and industrial stakeholders.
Key highlights of the announcement include:
• Mandatory use of sealed containers for fly ash to prevent pollution and promote its use in construction.
• A simplified, integrated licensing system for the container sector to boost secure goods transport.
• Faster, containerized movement of fertilizers to support the agricultural sector.
• A mandatory skill certification framework for all infrastructure workers within 24 months.
• New transparency measures for contractors, including a 10% performance security deposit.
• Launch of a digital ‘Rail Land Portal’ to manage land acquisition and ensure fair compensation.
• Democratization of wagon design, allowing industries to create specialized wagons with RDSO approval.
• A new initiative to curb the theft of linen items like towels and blankets on trains.
Focusing on Sustainability and Infrastructure Quality
One of the most notable shifts is the move toward **environmentally friendly transportation**. By transitioning from open wagons to sealed containers for fly ash transport, the Railways aims to convert roughly **340 million tons of annual fly ash** from thermal power plants into useful construction material. Furthermore, the Ministry is raising the bar for construction quality. Contractors will now face **stringent quality checks**, a mandatory 10% performance security deposit, and eligibility limits regarding pending litigation. Additionally, an **‘All Risk Insurance Policy System’** will be introduced to safeguard infrastructure projects.
Empowering Industries and Enhancing Passenger Experience
Indian Railways is also opening the doors for industrial innovation by **democratizing wagon design**. Industries, such as petroleum companies, can now propose and develop specialized tank wagons tailored to their specific products, provided they meet the standards set by the **Research Designs and Standards Organisation (RDSO)**.
Beyond freight and infrastructure, the Minister addressed passenger concerns, explicitly stating that a new system to **curb the theft of towels, bedsheets, and blankets on trains** will be implemented within the next two months.
