Western Railway has launched a massive crackdown on ticketless and irregular travel, resulting in the apprehension of over 1.13 million passengers between April and July 2026. Through rigorous checking drives across Mumbai suburban locals, Mail/Express services, and holiday specials, the railway administration successfully recovered ₹83.25 crore in fines. This initiative aims to curb unauthorized travel and ensure a more comfortable experience for passengers with valid tickets.
Key highlights of the enforcement drive include:
• Over 1.13 million ticketless passengers apprehended between April and July 2026.

• AC local trains saw 64,000 cases with ₹2.45 crore in fines, marking a 162% increase from the previous year.
• July 2026 alone recorded 200,000 cases with ₹14 crore in fines collected.

Focus on AC Local Trains and Enforcement
The crackdown has been particularly effective in the premium suburban segment. Authorities reported that 64,000 cases were registered in AC local trains, resulting in a 162% surge in fine collection compared to the same period last year. This indicates a strict stance against commuters who board air-conditioned services without proper documentation. In a notable incident, officials also detected and registered an FIR against a passenger attempting to use a fraudulent UTS mobile ticket, highlighting the railway’s vigilance against digital forgery.
Revised Penalty Structure
This enforcement push aligns with the recent policy changes under the Jan Vishwas (Amendment of Provisions) Act, 2026. Since June 20, 2026, the minimum penalty for traveling without a valid ticket or pass has been doubled from ₹250 to ₹500. This move is designed to act as a stronger deterrent against unauthorized travel across the network.
Shri Vineet Abhishek, Chief Public Relations Officer of Western Railway, noted that these intensive checks are essential to curb revenue leakage and maintain order. The railway administration continues to urge all commuters to purchase valid tickets before boarding to avoid hefty fines and legal complications. By ensuring that only genuine passengers occupy seats, Western Railway aims to provide a more disciplined and convenient travel environment for everyone.
