Indian Railways has launched an ambitious infrastructure roadmap to transform freight movement in Eastern India. The plan focuses on enhancing connectivity to the Haldia Port in West Bengal through 18 strategic projects covering a total distance of 2,455 kilometers. This initiative is designed to streamline logistics and significantly increase the cargo handling capacity of this vital maritime gateway.

  • 18 total projects spanning 2,455 kilometers for Haldia Port connectivity.
  • Eight projects already sanctioned at a total investment of ₹25,106 crore.
  • Key infrastructure works include the Sonnagar-Andal 3rd and 4th lines, and the Santragachi-Kharagpur 4th line.
  • Record funding: West Bengal received a budget allocation of ₹14,205 crore for 2026-2027.

Strategic Infrastructure Expansion

According to official data shared by Union Rail Minister Ashwini Vaishnaw in the Rajya Sabha on August 3 and 4, 2026, the projects are currently in various stages of execution. While eight projects have received formal sanction, detailed project reports (DPRs) for another eight are complete, and two are currently undergoing feasibility surveys. The most significant approved investment is the Sonnagar-Andal 3rd and 4th line project, spanning 375 kilometers with an outlay of ₹13,606 crore. Land acquisition for this critical stretch is largely complete, with only 28 hectares pending forest diversion.

Other major developments include the 177-kilometer Bhagalpur-Dumka-Rampurhat doubling project costing ₹3,169 crore, and the 111-kilometer Santragachi-Kharagpur 4th line, which is valued at ₹2,905 crore. Additionally, to address growing train congestion, the Railway Ministry approved a 14.52-kilometer third line project between Nimpur West Outer Cabin and Midnapore on July 23, 2026, at a cost of ₹440 crore.

Focus on West Bengal Development

This port-centric strategy is part of a larger railway overhaul within West Bengal, where an additional 1,187 kilometers of railway projects are currently under development. The government’s commitment to the region is evident in the financial figures; the budget allocation for 2026-2027 stands at ₹14,205 crore, which is more than triple the funding provided during the 2009-2014 period.

These efforts complement the broader vision for the state, highlighted by Prime Minister Narendra Modi’s visit to Kolkata on March 14, 2026, where he laid the foundation for development works worth over ₹18,000 crore. This included the crucial mechanization of the Haldia Dock Complex, ensuring that rail and port infrastructure work in tandem to support India’s growing export-import economy.
