Indian Railway employees enjoy various travel benefits, but these privileges are governed by strict regulations regarding train types, classes, and booking methods. Recent updates from the Ministry of Railways have clarified that travel passes are not universally valid, and employees must adhere to specific guidelines based on their service level and pay grade. Key points include:
- Privilege passes are valid on premium trains like Vande Bharat and Rajdhani, but class eligibility depends on the employee’s rank.
- These passes are not valid on luxury tourist trains such as the Maharajas’ Express or Palace on Wheels.

Understanding Pass Eligibility and Restrictions
While serving railway staff can use their privilege passes on premium services including Rajdhani, Shatabdi, Vande Bharat, Duronto, Gatimaan, and Humsafar, they do not have a free choice of the highest class. Travel is strictly limited to the class permitted by their specific pay level. Furthermore, the Ministry of Railways clarified in August 2026 that unlimited free travel is not permitted, and employees must purchase tickets for specific premium services if they fall outside their pass entitlements.
The number of passes granted annually varies significantly based on seniority. Non-gazetted employees are generally entitled to between one and three sets of passes per year, whereas gazetted officers receive six sets. For those using Privilege Ticket Orders (PTOs), the misconception that travel is entirely free is addressed by the requirement to contribute one-third of the applicable fare.
Digital Transition and Accessibility Concerns
In a major push for modernization, the Ministry mandated that all Duty Cheque Passes be issued exclusively through the Human Resource Management System (HRMS) starting July 15, 2026. This system is now integrated with the RailOne Mobile Application to facilitate online unreserved ticket booking.
However, following concerns raised by the All India Railwaymen’s Federation (AIRF) regarding the challenges faced by retired and Divyang employees, the Railways introduced a flexible interim policy. These groups were granted the option to choose between HRMS or manual pass issuance for a period of six months. Additionally, following the reduction of the Advance Reservation Period (ARP) on November 1, 2024, the validity of these passes has been adjusted to ensure they remain valid for at least one month longer than the current ARP, with a minimum validity period of four months to ensure convenience for railway staff.
