The Ministry of Railways has officially launched a transformative Single All-India Licence for Container Train Operators (CTOs) effective August 5, 2026. This policy shift is a cornerstone of the ‘Reform Express’ initiative, designed to eliminate geographical barriers and streamline the logistics sector. By replacing complex, route-specific licensing with a unified national framework, the Railways aims to foster a more competitive and efficient freight ecosystem.
Key highlights of the new policy include:
- Introduction of a single, pan-India license valid for all routes across the Indian Railways network.
- A uniform, non-refundable registration fee of ₹25 crore for all new applicants.
- Long-term validity of 20 years, with an option for a 20-year extension without additional renewal fees.
- Migration options for existing Category II, III, and IV operators by paying a differential fee of ₹15 crore.
Simplifying Logistics and Boosting Private Participation
Previously, operators faced a fragmented system with registration fees varying significantly between ₹10 crore and ₹50 crore. By standardizing this at ₹25 crore, the government is lowering the entry barrier for new players and providing clarity for existing ones. Railway Minister Ashwini Vaishnaw highlighted that these reforms are specifically tailored to enhance the ‘Ease of Doing Business’ while reducing compliance costs for private investors.
Beyond administrative ease, the move is expected to have a tangible impact on the national supply chain. By incentivizing the shift of freight from road to rail, the Ministry anticipates a significant reduction in highway congestion and a lower carbon footprint for the logistics sector. This is particularly beneficial for Micro, Small, and Medium Enterprises (MSMEs), who stand to gain from reduced logistics costs and more reliable, high-speed cargo movement across the country.

While existing Category I license holders may continue under their current terms, the simplified path for other categories to migrate suggests a strong push toward universal adoption of this new standard.
