The Punjab government is taking a major step to transform the state’s logistics landscape by planning to lease freight trains directly from Indian Railways. Announced by Chief Minister Bhagwant Singh Mann on July 23, 2026, this strategic move aims to accelerate industrial growth, lower transportation costs, and ensure reliable delivery timelines for the state’s manufacturing sectors. By securing a dedicated fleet, the state hopes to bypass the traditional booking bottlenecks that often delay cargo movement.
Key highlights of the initiative include:
* Proposed framework: The plan will operate under a Public-Private Partnership (PPP) model, utilizing existing Indian Railways policies like the Liberalized Wagon Investment Scheme (LWIS) and the General Purpose Wagon Investment Scheme (GPWIS).
* Strategic connectivity: The initiative aims to connect major industrial hubs including Ludhiana, Jalandhar, Amritsar, Mandi Gobindgarh, Rajpura, and Bathinda directly to key ports like Mundra.
* Economic impact: The project is designed to lower logistics costs for MSMEs and exporters, specifically benefiting the textile, bicycle, machine tool, agricultural equipment, steel, and sports goods industries.

Initially conceptualized by CM Mann in August 2022 as “Punjab on Wheels,” this proposal is currently being drafted for formal submission to the Union Ministry of Railways. By taking control of a dedicated fleet, the government aims to provide a more efficient, rapid, and cost-effective alternative to truck-based logistics.
