Indian Railways restores Neutral Control Organization to ensure strict coach and wagon safety

In a major policy shift aimed at enhancing passenger safety, the Indian Railways has officially announced the immediate restoration of the Neutral Control Organization (NCO). This decision reverses a May 2022 directive that had previously dissolved the body, marking a return to a more rigorous, independent oversight mechanism for the national transporter’s fleet.

Key updates regarding the NCO restoration include:

  • The NCO will operate as an independent entity, free from regional or divisional interference.
  • Every coach and freight wagon must now secure an NCO-issued fitness certificate following workshop or shed maintenance.
  • Technical auditors will conduct deep-dive inspections on braking systems, wheel-axle assemblies, and suspension mechanisms.
  • Equipment found with technical flaws will be immediately marked as ‘unfit’ and barred from service.

Strengthening the Safety Protocol

To ensure the highest standards of operational integrity, the NCO will function with complete autonomy. By removing regional pressures from the inspection process, the railways aim to eliminate potential lapses in maintenance standards. No coach or wagon will be permitted on the tracks without a formal fitness clearance from this body, ensuring that only equipment meeting strict safety benchmarks enters the network.

A Broader Commitment to Rail Safety

This move is the latest in a series of proactive safety measures implemented throughout 2026. Following the detection of structural cracks in sleeper coaches at Ludhiana in June 2026, the railways initiated a widespread inspection of all Integral Coach Factory (ICF) units to combat corrosion and wear. These efforts complement other major initiatives, including a nationwide fire safety audit conducted in June 2026 and an intensive safety drive focused on hot axle detection that concluded on August 22, 2026.

These strategic interventions are yielding measurable results. The number of severe train accidents dropped to just two during the first quarter of the 2026-27 fiscal year. Alongside these structural inspections, the railways continue to prioritize technological integration, with the Kavach 4.0 safety system now being deployed across 2,490 route kilometers on high-density corridors. By combining independent oversight with advanced anti-collision technology and regular fleet health checks, Indian Railways is reinforcing its commitment to providing a safer and more reliable travel experience for millions of passengers daily.
