Indian Railways simplifies concessional travel for Divyangjan using UDID cards

In a move aimed at enhancing accessibility and easing travel requirements for Persons with Disabilities (PwDs), Indian Railways has issued a major policy update effective from July 9, 2026. The new mandate streamlines the verification process for ‘Divyang’ passengers, allowing them to utilize their Unique Disability ID (UDID) card as a primary document for concessional travel, eliminating the need to carry multiple sets of physical documentation.

Key highlights of the policy update include:

  • UDID card recognition: The UDID card is now the primary document for accessing concessional travel and designated coaches.
  • Designated coaches: The facility applies to SLRD and LSLRD coaches on Mail and Express trains.
  • Enforcement: Strict action will be taken against unauthorized passengers occupying Divyangjan compartments.
  • Operational flexibility: Passengers can now change attendant names on concessional tickets without cancelling bookings.

Streamlining Access for Divyang Passengers

Under the updated guidelines, the UDID card—issued by the Department of Empowerment of Persons with Disabilities—is now officially recognized across the entire railway network. This shift is designed to simplify the journey for PwDs, particularly when boarding specially designated unreserved coaches such as the Second Class Luggage-cum-Brake Van with Divyangjan compartment (SLRD) and the Luggage-cum-Second Class Luggage-cum-Brake Van with Divyangjan compartment (LSLRD). While the UDID simplifies the process, travelers must ensure they possess a valid ticket or travel authority to complete their journey.

Protecting Reserved Spaces

Indian Railways has directed all Zonal Railways to implement these provisions effectively. Furthermore, the national transporter has adopted a zero-tolerance policy toward the misuse of these facilities. Strict action will be taken under the Railway Act, 1989, against any unauthorized passengers found traveling in coaches specifically reserved for Divyangjan. This ensures that the limited, specialized seating remains available for those who genuinely need it.

Ongoing Reforms for Inclusive Travel

This update is part of a broader series of passenger-friendly initiatives. On January 22, 2026, the Railways introduced a provision allowing Divyang passengers to change the name of their attendant on a concessional reservation ticket without having to cancel the entire booking. Additionally, the implementation of revised concession certificate proformas on February 1, 2025, has further modernized the verification process. These continuous improvements underscore the commitment of Indian Railways to provide a dignified and hassle-free travel experience for all passengers, regardless of their physical abilities.
