Indian Railways has issued a definitive clarification regarding the roles and responsibilities of the Railway Protection Force (RPF) in response to growing confusion among commuters. Official communications released by the Assistant Commercial Manager of the Varanasi Division (North Eastern Railway) between July 14 and 15, 2026, confirm that RPF personnel do not have the legal authority to independently check tickets or impose fines for ticketless travel. This responsibility remains exclusively with the authorized Ticket Checking Staff (TTE/TC) of the commercial department.

Understanding the RPF Mandate
The clarification comes after viral social media claims suggested that the RPF had been granted broader powers to conduct ticket inspections, a narrative that gained traction following disputes at stations like Agra. Railway authorities have reiterated that while RPF personnel may accompany ticket-checking staff during joint operations, they are there strictly to ensure security and handle offenders handed over by the commercial staff. Ritesh Vishal, General Secretary of the Ticket Checking Association, has advised passengers that they are within their rights to report any instances where RPF personnel overstep their duties by attempting independent ticket inspections.
Revised Penalties under Jan Vishwas Adhiniyam
While the RPF cannot check tickets, the Jan Vishwas (Amendment of Provisions) Act, 2026, which became effective on July 1, 2026, has introduced significant changes to penalty structures. The minimum penalty for ticketless travel has been doubled to ₹500 plus the actual fare. It is vital for passengers to remember that these fines must be collected only by authorized commercial staff.
Additionally, the Act grants RPF officers of the rank of Assistant Sub-Inspector and above the power to issue on-the-spot fines for specific non-ticket related violations. These include illegal track crossing, unauthorized vending, smoking, littering, and unauthorized travel in coaches reserved for women or persons with disabilities. Following the amendment, the minimum fine for these specific railway premises violations has been increased from ₹250 to ₹500.
