Buying land in Bhagalpur has become significantly more expensive following a sharp increase in registration fees. The Bihar Government’s Prohibition, Excise and Registration Department issued a notification on June 18, 2026, updating the Minimum Value Register (MVR) rates. These new rates took effect across urban and rural areas of the district.
How much has the registration fee increased in Bhagalpur
The impact is most severe in prime commercial hubs. In areas like Sujaganj, DN Singh Road, and Ward-38, the registration fee for one DISML of land has jumped from approximately 40 lakh rupees to 80 lakh rupees. In Ward-39, which is relatively cheaper, the fee rose from 4.5 lakh to 9 lakh rupees. Rural areas also saw hikes, such as in Nathnagar’s Gorgon, where fees increased from 30,000 to 48,000 rupees per DISML.
Key changes in stamp duty and mutation charges
The government has modified the stamp duty and mutation process to increase revenue. The general stamp duty increased from 6% to 7%. For women, it rose from 5.6% to 6.6%, although some sources mention specific relief measures for them. Additionally, the Bhagalpur Municipal Corporation now charges 0.1% of the registry value for land mutation, replacing the previous flat fee of 110 rupees.
| Area/Item | Old Rate/Fee | New Rate/Fee |
|---|---|---|
| Sujaganj (1 DISML) | ~40 Lakh | 80 Lakh |
| Ward-39 (1 DISML) | 4.5 Lakh | 9 Lakh |
| Gorgon, Nathnagar (1 DISML) | 30,000 | 48,000 |
| Stamp Duty (General) | 6% | 7% |
| Mutation Fee | 110 Rupees | 0.1% of Registry Value |
What are the rules for pending registries
Buyers who completed all formalities and online applications by June 17 and had an allotted date can still register their land at the old rates. However, they must pay an additional 1% fee. The District Sub-Registrar (DSR) Priyadarshan noted that the registry office will become completely paperless from July 15. Furthermore, the MVR will now see an automatic 5% increase every three years at the start of the financial year.
