Indian Railways has increased the penalty for spitting pan and gutkha in trains and station premises. These new rules come under the Jan Vishwas (Amendment of Provisions) Act 2026 and became effective from June 20, 2026. The Railway Ministry issued a gazette notification on June 19, 2026, to implement these changes across the network.
What are the new penalty rates for passengers
- Spitting, using abusive language, or creating a nuisance while intoxicated now attracts a penalty of ₹1,000.
- The previous fine for these offenses was ₹100.
- Repeat offenders may face a higher penalty of up to ₹5,000.
- In serious or repeated cases, the passenger could face imprisonment.
How will the railway administration enforce these rules
The Railway Protection Force (RPF) has received orders to strictly implement these rules. Officials like DRM Mumbai Central, DRM Bhusawal, and Senior Divisional Commercial Manager Mahesh Yadav of Moradabad Division have instructed stations to take immediate action as per the new provisions. The Railway Board has changed the legal term from ‘Fine’ to ‘Penalty’.
The administration warned that if a passenger does not pay the penalty on the spot, legal action will be initiated against them in a competent court. Special teams like the PCCM Squad will also focus on preventing ticket misuse and revenue loss along with these cleanliness drives.
