The mandate, issued by the Railway Board on August 4, 2026, applies to all AC classes, excluding AC Chair Car, and is effective immediately across all zonal railways.

- All RAC passengers in AC coaches are now entitled to a full bedroll kit, matching the service provided to confirmed ticket holders.
- The kit includes essential items such as bedsheets, a blanket, a pillow, and a towel.
- The order, signed by Love Shukla, Director/EnHM, Railway Board, reinforces previous guidelines from 2016, 2017, and 2023.
- Onboard staff and TTEs are now strictly required to ensure these kits are distributed to eligible passengers.

If the issue remains unresolved, passengers are encouraged to register a formal complaint through the RailMadad portal or by dialing the national helpline number 139.
