Indian Railways has issued a clear directive regarding the reallocation of berths for passengers who fail to board their scheduled trains. To ensure maximum seat occupancy and assist waitlisted travelers, Travelling Ticket Examiners (TTEs) are now empowered to immediately reallocate vacant berths. Key updates regarding this policy include:
• TTEs will mark passengers as ‘Not Turned Up’ (NTU) via Handheld Terminals (HHTs) immediately after train departure.
• Waitlisted or RAC passengers will be prioritized for these newly vacant berths.
• Passengers boarding from a later station must update their boarding point on IRCTC at least 30 minutes before the train leaves its originating station.
• Manual Ticket Deposit Receipt (TDR) requirements for e-tickets have been abolished as of April 2026.
Understanding the NTU Protocol
For many years, a common concern among passengers was the status of seats left empty when a traveler failed to turn up at the originating station. Under the current system, the TTEs utilize Handheld Terminals (HHTs) to identify these empty berths. Once the train departs from the designated boarding point, the official marks the passenger as ‘Not Turned Up’ (NTU). This real-time data allows the system to seamlessly reallocate these confirmed berths to passengers on the RAC or waitlist, ensuring that no seat remains empty while a traveler is left waiting.
Important Guidelines for Passengers
If you have a confirmed ticket but are planning to board the train from a station other than the one originally booked, you must take action. To avoid being marked as ‘Not Turned Up’ and losing your berth, you are required to update your boarding point via the IRCTC platform at least 30 minutes before the train’s departure from its originating station.
Changes to Refund Policies
As part of the policy updates effective April 2026, the process for handling refunds has been significantly streamlined. The requirement for manual Ticket Deposit Receipts (TDR) for e-tickets has been removed, and refunds are now processed automatically upon cancellation. However, travelers should note a strict change regarding last-minute cancellations: refunds for confirmed tickets are no longer available if the cancellation is made within eight hours of the scheduled departure time. Passengers are encouraged to plan their journeys carefully to avoid any financial inconvenience under these updated rules.
