Delhi Metro New Rules: Now Fine Up to 5000 for Vendors and Men in Ladies Coach

The Delhi Metro Rail Corporation is set to implement a major update to its penalty system following the passage of the Jan Vishwas (Amendment) Bill, 2026. This bill was recently approved by Parliament in early April 2026 to bring stricter discipline within the metro network. Passengers who have frequently complained about unauthorized vendors, beggars, and religious preachers inside the coaches will see a significant change in how these activities are handled by the authorities.

What are the updated fine amounts for metro violations?

The revised penalty structure has been introduced by amending Section 73 of the Metro Railways Act, 2002. These fines have been increased significantly from their previous levels to ensure better compliance and a comfortable journey for daily commuters. The new rates for common violations are listed below:

How will these new rules impact daily commuters?

Minister of State Jitin Prasada introduced the Jan Vishwas Bill with the intention of decriminalizing minor offenses and converting them into civil penalties. This approach allows the DMRC to settle cases faster and reduces the legal burden on the court system. For the common passenger, this means a cleaner and more disciplined environment inside the metro. The strict 5,000 fine for men in women’s coaches and unauthorized selling is expected to reduce the daily nuisance reported by travelers. These rules cover a wide range of activities including illegal selling, begging, and the distribution of religious materials which were frequently reported by passengers throughout 2025.
