Indian Railways has officially launched the ‘Rail Bhoomi’ portal, a major digital initiative aimed at streamlining land management and accelerating infrastructure development. Unveiled by Railway Minister Ashwini Vaishnaw on July 14, 2026, the platform marks a shift from manual record-keeping to a centralized, transparent digital ecosystem. Developed by the Centre for Railway Information Systems (CRIS), the portal integrates with key systems like IRPSM, IPAS, and HRMS to ensure smooth inter-departmental coordination.
Key highlights of the new initiative include:
- Digitization of land acquisition: Replacing manual systems with real-time tracking of cases and compensation.
- Enhanced monitoring: Comprehensive dashboards and MIS reports for officials to track project timelines and statutory compliance.
- Construction reforms: Introduction of stricter contractor requirements, including 10% upfront performance security and mandatory insurance policies.
- Strategic integration: Alignment with the PM Gati Shakti framework to boost cargo efficiency and land leasing transparency.
Strengthening Project Execution
Alongside the portal’s launch, Indian Railways has introduced several construction reforms to prevent delays. Contractors are now required to meet stricter eligibility criteria, limiting pending litigation to 50% of their net worth. Furthermore, to ensure project stability, the Railways will mandate both Contractor’s All Risk and Professional Indemnity Insurance Policies. A critical change in policy involves the planned, phased handover of land to contractors, which is expected to significantly reduce construction bottlenecks and project overruns.
Building on a Legacy of Digitalization
This move is the latest in a series of efforts to manage railway land more effectively. Since 2015, the national transporter has utilized satellite imagery and drone surveys to combat encroachment. Data from March/April 2025 indicates that approximately 1,068 hectares—about 0.21% of the total 4.99 lakh hectares of railway land—remains under encroachment.
The ‘Rail Bhoomi’ portal complements the existing ‘Rail Bhoomi Crossing Seva (IR-RBCS),’ which has been operational since February 2023 to manage Way-Leave Easement Rights. By simplifying land licensing and Right of Way policies, Indian Railways continues to demonstrate its commitment to operational efficiency, ensuring that infrastructure projects move from the drawing board to the tracks faster than ever before.
