Union Railway Minister Ashwini Vaishnaw has unveiled a comprehensive suite of reforms under the ’52 Reforms in 52 Weeks’ initiative, aimed at modernizing passenger services, freight logistics, and infrastructure. Announced on July 13, 2026, these updates bring significant changes to how passengers book and cancel tickets, while also setting a clear timeline for India’s ambitious bullet train project.

New Refund Policies and Passenger Flexibility
The Ministry of Railways has introduced a structured approach to ticket cancellations. Passengers cancelling tickets more than 72 hours before departure will face a minimum flat cancellation charge. For cancellations made between 72 and 24 hours prior, a 25% charge applies, while a 50% refund is applicable for tickets cancelled between 24 and 8 hours before the train departs. Notably, no refunds will be provided for cancellations made less than eight hours before departure. To improve convenience, the Railways has enabled the facility to process counter ticket cancellations at any railway counter across the country. Additionally, passengers can now change their boarding points up to 30 minutes before departure.
Technology Upgrades and Freight Innovation
A major overhaul of the IRCTC website is scheduled for July 15, 2026. This digital transformation is designed to drastically increase capacity, allowing the platform to manage 40 lakh enquiries per minute, a tenfold increase from the current limit of 4 lakh. In the freight sector, the Railways is deploying new stainless steel containers for salt transportation and introducing single and double-stack wagons for automobile logistics to enhance efficiency.
Bullet Train and High-Speed Rail Progress
Providing a major update on the Mumbai-Ahmedabad High-Speed Rail corridor, Minister Vaishnaw confirmed that the first bullet train service will begin phased operations on August 15, 2027, with the Surat-Bilimora section. Looking ahead, the government has also outlined plans for three new high-speed rail corridors connecting Pune-Hyderabad, Hyderabad-Chennai, and Hyderabad-Bengaluru, marking a significant step forward for connectivity in Southern India.
