CAG report reveals Indian Railways wrongly collected 168 crore in superfast surcharges

A recent audit report released by the Comptroller and Auditor General (CAG) of India on August 14, 2026, has brought to light a significant financial irregularity within the national transporter. The audit found that Indian Railways erroneously collected approximately ₹168 crore in ‘superfast surcharges’ from passengers between April 2022 and March 2023. The investigation identified over 190 trains that were incorrectly branded as superfast, despite failing to meet the mandatory speed criteria required for such a classification.

Understanding the Superfast Surcharge Criteria

Under current Indian Railways regulations, the ‘superfast’ tag and the associated surcharge are strictly reserved for train services that maintain a minimum average speed of 55 kilometers per hour. The CAG report highlights that many trains failed to adhere to this benchmark, yet passengers continued to pay the premium fare associated with the faster service. This systemic issue has led to a call for greater accountability in how train categories are assigned and monitored across the network.

Persistent Issues Despite Rectification Orders

What makes the finding particularly concerning is the lack of immediate corrective action. Although the Ministry of Railways issued specific instructions in November 2025 to rectify these discrepancies, the practice of charging extra for slow-moving trains persisted well into the following year. Data retrieved from the Integrated Coach Management System (ICMS) as of March 2026 revealed that 100 of the 190 identified trains were still operating below the 55 kmph threshold while continuing to levy the additional surcharge.

In response to these findings, the CAG has formally recommended that railway authorities immediately revise train schedules. The goal is to ensure that superfast branding and the subsequent extra costs are strictly reserved for services that genuinely meet the defined speed performance standards, protecting passengers from paying for services they are not receiving.
